The New Zealand Government has partnered with the Government of Kiribati to provide a Team Leader who will coordinate and oversee progress under the Kiribati Fisheries Programme including all Technical Advisers under the Kiribati Fisheries Programme. The Team Leader will be accountable to the Kiribati Ministry of Fisheries and Marine Resource Development and New Zealand Ministry of Foreign Affairs and Trade on technical delivery of the Programme.

The key objectives of this role are to manage and oversee performance of a team of MFAT contracted fisheries technical advisers, embed in the Kiribati Ministry of Fisheries and Marine Resource Development sound programme/project, financial, risk and results management systems to meet donor accountability standards, provide grant funding management support, advice, coaching, monitoring and reporting as required, work closely with the Ministry of Fisheries and Marine Resource Development staff fisheries technical advisors, and external partners, to coordinate the implementation of the Fisheries Programme and to instigate progress towards achieving Programme results in line with Government of Kiribati expectations in the Ministry of Fisheries and Marine Resource Development Strategic Plan.

Some of the key functions of this role include:

Coordinate and administer inputs to achieve outcomes set out in Phase 2 of the Fisheries Programme Design
Effectively coordinate and administer inputs for Programme implementation according to the Activity Design and agreed annual workplans on time, within budget and to an acceptable standard
Maintain accurate, up to date records for all aspects of Programme implementation including contracts and instructions to sub-contracts and engagement with key stakeholders
Embed sound programme/project, financial, risk and results management systems in the Ministry of Fisheries and Marine Resource Development
Mentor, coach and support the Programme Manager and Senior Monitoring Co-ordinator in programme and project management
Support all other necessary procurement and contracting to be funded from a Grant Funding Arrangement between the Ministry of Fisheries and Marine Resource Development and New Zealand Ministry of Foreign Affairs and Trade required for the Programme including preparation of procurement and contracting documents and Terms of References; undertaking procurement; negotiating and drafting
Coordinate the range of technical advisers and other inputs in line with Programme outputs and work plans
Provide advice and support to the Ministry of Fisheries and Marine Resource Development to implement a stakeholder consultation and engagement process including workshops, newsletters and other activities designed to facilitate participation
Develop appropriate systems and processes to collect data to inform Monitoring & Evaluation activities, and to track the progress and effectiveness of the Programme

This opportunity will appeal if you have:

Experience in advising, mentoring, motivating and transferring skills to staff and stakeholders in a Pacific Small Island Developing States context.
A minimum of eight years' experience in managing or coordinating programmes and/or projects, including experience in adaptive and integrated management.
Demonstrated experience in establishing sound programme management, results monitoring and evaluation, as well as financial management systems.
Knowledge of good procurement and contract management practice.
Experience in managing and reporting on donor funds and working on aid projects.
Demonstrated experience in managing performance of programme team members.
Knowledge of domestic and regional issues effecting Kiribati and Pacific fisheries sector development.
Knowledge of fisheries management approaches for sustainable fisheries.
Experience in working with national governments on fisheries development and management.
Demonstrated ability to assimilate and analyse social, economic and scientific information in the formulation, evaluation and monitoring of policy initiatives and projects.
Demonstrated ability to analyse programme and monitoring systems and make recommendations on areas for improvement.
Strong relationship building skills, and is able to interact confidentially with senior level officials as well as facilitate or participate in meetings with key stakeholders.

Working closely with the Ministry of Fisheries and Marine Resources Developments key staff, Technical Advisors and other stakeholders you will be required to build positive and productive relationships. You will have the ability to be politically sensitive and recognise the importance of stakeholder engagement; be self-managing and work independently; be highly organised, have self-motivated structured programme and reporting work habits, and understand and respect the culture and diversity of the environment.

The initial assignment will be for a period of one-year, full time (potential second year, full time may be agreed subject to availability of funding) spent working with the Ministry of Fisheries and Marine Resources Development in Kiribati. A possible extension of up to a further two years on a fly-in-fly-out basis may be considered following the initial two years
